While high-profile endorsements highlight the Adriatic’s beauty, travelers report significant economic strain. Reports from the German newspaper WELT indicate that price hikes for food and beverages—such as ice cream and cocktails—have led to emptier beaches and less crowding in areas between Zadar and Split, as well as on certain Dalmatian islands. Structural shifts are impacting accommodation providers. The government plans to introduce a new Law on Hospitality by the end of the year, mandating that all accommodations advertised via online platforms display a unique registration number issued by the Ministry of Tourism and Sport starting in 2027. This digitalized process aims to link state data with platforms to ensure only registered properties are advertised, with high penalties for non-compliance. This follows previous extensions for approximately 15,000 family-run operators to regularize their status by 2030. Legislative efforts to manage mass tourism are also advancing. Investment and real estate trends show a tension between short-term tourism and long-term residency. While the Design District Rovinj fair aims to connect hospitality developers with specialized manufacturers, experts note a distinction between properties dedicated to tourism and those occupied by high-net-worth individuals seeking long-term residency. To manage this, Zadar has proposed a tiered property tax system to encourage long-term housing. Despite cost concerns, TOMAS research for 2025/2026 reveals a rise in average daily tourist spending, reaching 162 euros on the Adriatic coast. Minister of Tourism and Sport Tonči Glavina stated these results confirm Croatia is attracting guests with higher purchasing power, necessitating a focus on quality and year-round development.
