In August 2026, Željko Mihelić, President of the Croatian Chamber of Agriculture (HPK), proposed a domestic restructuring fund to help the sector adapt to a “catastrophic drought” and increase competitiveness through technological investment and improved irrigation. By mid-September 2026, the Croatian Government and agricultural leadership introduced several support initiatives. To mitigate high production costs and climate risks, a 10 million euro program was established to assist with autumn sowing for winter crops. Additionally, 20 million euros were allocated to address fishing capacity imbalances. To improve market control, the HPK proposed constructing five large-scale silos in Slavonian counties to allow farmers to control the timing of sales. Expanding on these efforts, Deputy Prime Minister and Minister of Agriculture, Forestry and Fisheries, David Vlajčić, introduced a package of nine measures consisting of four programs and five regulations. This includes a 10 million euro program for the construction, reconstruction, and equipping of storage capacities for cereals and oilseeds. Other measures address compensation for bee mortality, genetic improvements in livestock, support for young farmers, and continued assistance for the pig farming sector due to African swine fever. Further developments include a 4.4 million euro allocation for natural disaster relief following significant crop damage in Vukovarsko-srijemska County. Additionally, the Ministry of Agriculture announced a 1.8 million euro compensation program for farmers in depopulated areas and 100,000 euros to assist producer groups in developing specifications for protected designations of origin. On September 24, 2026, the Ministry detailed the autumn sowing program, offering up to 70 euros per hectare for crops including winter wheat, barley, oats, rye, peas, and rapeseed. New regulatory proposals were also introduced to improve consumer transparency, requiring retailers to display the origin of unpackaged beef, pork, sheep, goat, and poultry meat with text size comparable to the price.
