Croatian higher education legislative reforms

Overview

The Croatian government has proposed urgent amendments to the Higher Education and Scientific Activity Act. The primary provision seeks to allow regular professors, professional study professors, and permanent scientific advisors to work until the age of 67, extending the previous typical retirement age of 65. The government stated this measure is intended to “retain top experts within the system.”

The proposed legislation also includes administrative reforms for public higher education institutions. These include a limit on leadership mandates, preventing individuals who have served two terms as a rector or dean from being re-elected to the same institution. Additionally, the Ministry of Science, Education and Youth would require prior consent for the organization of general workplaces at universities to manage state budget expenditures. To support career advancement, the reform introduces a new professional rank titled ‘advisor lecturer’ for lecturers and senior lecturers. The Croatian Parliament is scheduled to debate these amendments.
