Major cryptocurrency exchanges Binance and Bitget are implementing phased restrictions on transactions involving 16 to 17 digital asset service providers. These measures respond to international sanctions mandates from the United States, the European Union, and the United Kingdom, specifically targeting entities linked to Russia and Iran, as well as anti-money laundering enforcement. The restrictions are being deployed in three stages. The first stage, which began on August 7, 2026, targeted Shelbit General Trading LLC and Aban Tether Exchange. The second stage, effective August 13, included A7 Nigeria, A7 Africa, and PilotFinance Ltd. A final, larger wave is scheduled for final wave, effective August 23, 2026, which will affect expanded the list to include platforms including such as HTX, EXMO Ltd, Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto INC., Tradex, Monease Ltd, BitPapa, Exnode, and Exnode. Exnode Pay. Binance has announced it will stop processing direct or indirect transactions involving HTX and ten other platforms starting August 23. Justin Sun, founder of Tron and advisor to HTX, stated that these restrictions apply specifically to users in the United Kingdom and the European Union, claiming HTX does not conduct business in those regions and that negotiations with regulators are underway. This move aligns with European Union Council Regulation 2026/1848, which identifies these platforms as entities providing services outside the EU that “significantly frustrate sanctions involving Russia.” Bitget has cautioned that transactions routed indirectly through these platforms or via intermediary wallets may face additional scrutiny. Both exchanges warned that transactions involving these entities after the deadlines could trigger compliance reviews, potential rejection, or the freezing of associated wallets.
