Cuba-US humanitarian and diplomatic tensions

Tensions persist regarding the humanitarian situation in Cuba and the role of the United States. In Berlin, a 24-hour protest vigil was held at the U.S. Embassy to highlight a severe healthcare crisis in Cuba. Protesters attributed medical shortages—including the unavailability of 300 out of 395 essential medicines—to the long-standing U.S. blockade. Reports presented to the UN Human Rights Council noted declining survival rates for children with cancer and rising infant mortality.

Concurrently, reports have emerged regarding the Cuban government’s treatment of civil society members linked to the U.S. Embassy in Havana. Between January and September 2026, at least 86 incidents of harassment, including surveillance and detentions, were documented. This repression reportedly intensifies around scheduled embassy events.

Amidst these tensions, U.S. Chargé d’Affaires Mike Hammer conducted visits to monitor the distribution of U.S. humanitarian aid, such as food and hygiene kits, to vulnerable households in Cuba. These efforts are part of a $100 million program, though the Cuban government has reportedly engaged in disinformation campaigns regarding the aid.
