Cuban President Miguel Díaz-Canel Bermúdez has emphasized the role of grassroots and defense organizations in managing national challenges. In late September, Díaz-Canel met with leaders of the Committees for the Defense of the Revolution (CDR), describing the group as the largest organization within the Revolution and a vital component for national defense and community-level participation. He highlighted initiatives such as the ‘Mi Barrio por la Patria’ movement and the implementation of 176 economic and social transformations within local communities. By mid-October, during a visit to the Arroyo Arenas Defense Zone for National Defense Day, the President highlighted the use of wartime organizational structures to address peacetime crises. He identified several critical issues facing the population, including shortages of food, medicine, water, and electricity, as well as challenges regarding crime, corruption, and solid waste collection. Díaz-Canel stated these structures are necessary to confront ‘maneuvers of the enemy’ while implementing economic and social transformations to provide relief to citizens. On October 23, Díaz-Canel visited the Los Sitios Zone Defense Council in Centro Habana, a high-density urban area. He reviewed the consolidation of defense tasks and the management of social issues, specifically noting the role of Production and Defense Brigades. Plans include establishing 22 such brigades in the territory to assist with local issues. Discussions focused on protecting vulnerable populations, maintaining public order, and securing essential services, including water supply, healthcare, and education.
