Czech Republic cybersecurity regulation implementation

Overview

Following the implementation of new cybersecurity legislation on November 1, 2025, the National Cyber and Information Security Agency (NÚKIB) has begun contacting over 4,400 organizations regarding compliance. Experts have noted that many firms are meeting only formal obligations rather than substantive security requirements. Non-compliance, such as failing to register regulated services, can result in fines of up to 250 million CZK or 2% of total annual global turnover.

To assist with the transition, the CYLANCES platform was launched under the DIGITAL Europe program to facilitate professional knowledge sharing and regulatory discussion.

The regulations have also introduced complexities for foreign investment. Companies categorized as critical infrastructure or those under higher obligation regimes are now subject to mandatory state screening. This screening is triggered when foreign investors acquire effective control, which can occur with as little as 10 percent of voting rights. Failure to adhere to these rules may lead to sanctions such as the restriction of voting rights or forced sales of shares.
