The Czech government is moving to tighten regulations on psychoactive substances following reports of illegal sales and dangerous synthetic additives. Initially, Prime Minister Andrej Babiš has rejected proposals to ban cannabidiol (CBD), emphasizing its medicinal importance, but has signaled a focus on regulating kratom due to its risks to children and pets. Legislative efforts expanded to include 16 proposals aimed at closing loopholes. These measures include banning the enrichment of technical hemp with synthetic substances, restricting strong extracts, and prohibiting the processing of CBD into other psychoactive substances. To combat manufacturers circumventing bans through minor chemical modifications, the government aims to implement a group system for psychoactive substances and a rapid response mechanism. Proposed restrictions on kratom include raising the minimum purchase age from 18 to 21 and banning distance sales. The Ministry of Health also proposed increasing VAT from 12% to 21%, introducing an excise tax, and allowing municipalities to restrict or ban licensed brick-and-mortar shops. While the Ministry cites the need to protect young adults, the Czech Chamber of Commerce and the Office for the Protection of Competition have warned that banning e-commerce could drive consumers toward illegal markets. The push for reform intensified after the KORUND inspection operation, which found legal violations in 63 percent of approximately 1,000 inspected locations. Laboratory tests conducted during these inspections revealed that 87 percent of analyzed samples contained dangerous synthetic psychoactive substances.
