The Czech Republic is advancing its military logistics, civil defense, and long-term strategic planning to prepare for potential high-intensity conflicts. Under the ‘Long-term Defense Outlook 2045’, the Ministry of Defence identifies Russia as the primary threat, planning for the procurement of 24 F-35 fighter jets and two modernized brigades through 2038. Despite these long-term goals, significant friction exists regarding immediate defense financing. Prime Minister Andrej Babiš has rejected calls from the United States and NATO to accelerate spending, citing affordability constraints. While NATO has raised its target spending level from 2 percent to 3.5 percent of GDP, the Czech government has reduced its planned 2026 defense spending to approximately 1.7 percent of GDP. Babiš has pledged to reach the 2 percent threshold by 2027 but has indicated no plans for further increases. Regarding operational readiness, Babiš has reaffirmed that the Czech Republic is prepared to honor NATO commitments under Article 5 should Russia attack a Baltic state, which would involve the deployment of two mechanized brigades. He noted that while classified details remain undisclosed, he has been holding discussions on these security challenges with President Petr Pavel. This commitment marks a shift in Babiš’s rhetoric, following previous skepticism regarding military escalation. Babiš has also asserted that Russia is currently conducting a ‘hybrid war’ against the Czech Republic, following warnings from Western intelligence regarding increased risks of sabotage and limited military actions. This stance follows previous decisions by his government to halt military aid to Ukraine and opt out of certain EU and NATO financing pledges for Kyiv.
