Davao City flood control corruption investigation
Overview
The Office of the Ombudsman is investigating alleged corruption involving flood control projects in Davao City. Ombudsman Jesus Crispin Remulla has characterized the city as the “epicenter” of such spending under the previous administration, describing an entrenched “ecosystem of corruption” that makes information gathering difficult.
The investigation has faced challenges including a lack of witness cooperation and allegations of witness tampering. Specifically, a retired Marine claimed he was coerced and offered financial incentives to provide false affidavits.
In response to the investigation, Davao City 1st District Representative Paolo “Pulong” Duterte has challenged the Ombudsman’s characterization. Duterte has offered to provide Department of Public Works and Highways records from 2020 to 2022 to ensure investigators are working from accurate data.
