Decline and regulation of Italian artisan enterprises

Italy is experiencing a significant decline in its artisan sector. Data from ISTAT and INPS indicates that the number of registered artisan businesses fell by 25.1% between 2015 and 2025, dropping from 1,731,573 to 1,297,710. While artisan enterprises constitute 21.5% of all active Italian businesses, the concentration varies by province, with higher densities in areas like Nuoro and Cuneo compared to major metropolitan centers like Rome and Milan.

Experts attribute this downturn to rising costs, credit access difficulties, tax pressures, and a lack of generational turnover. The shortage of young, qualified workers is noted as a specific threat to the preservation of specialized skills.

In response to industry challenges and the presence of approximately 850,000 irregular activities, new regulations became effective on April 7. These laws restrict the use of terms such as ‘artisan’, ‘craftsmanship’, and ‘artisanal’ exclusively to businesses officially registered with the Chambers of Commerce. The measures aim to prevent unfair competition and consumer deception. Violations can result in fines starting at 25,000 euros or up to 1% of a company's turnover. While unregistered businesses may use terms like ‘handmade’, they are prohibited from using protected titles in branding or advertising.
