The Delhi government has introduced a series of measures to combat seasonal air pollution. Beginning October 1, authorities will enforce fines of up to ₹10,000 for vehicles operating with invalid or expired Pollution Under Control (PUC) certificates. To facilitate this, Chief Minister Rekha Gupta announced the launch of an Automated Testing Station ~~is being launched~~ in Burari, ~~and monitoring~~ designed to handle up to 100,000 inspections annually. Monitoring of PUC centers will be upgraded with camera installations to ensure transparency. As the winter season approaches, a broader seasonal action plan is scheduled to take effect on November 1. This strategy includes doubling parking charges at authorized public facilities through February 2027, excluding those managed by the Delhi Metro Rail Corporation. To reduce road congestion, a 50% work-from-home mandate has been issued for government and private sector employees, alongside staggered office hours. Additionally, the government will implement restrictions on dust-generating activities. Outdoor civil work and demolition are prohibited from November 1, 2026, to January 31, 2027, with a total ban on all construction and demolition activities set for the period between December 10, 2026, and January 20, 2027. Further details of the 2026-27 Winter Pollution Action Plan include a ‘No PUC, No Fuel’ policy at all 500 ANPR-equipped petrol pumps and a ban on non-BS-VI compliant vehicles from outside Delhi entering the capital. The government also plans to expand its electric bus fleet by 150 units. To address industrial emissions, 2,354 industries—specifically in highly polluting sectors such as textiles, food processing, and metals—will be required to install air pollution control devices (APCDs) and online continuous emission monitoring systems (OCEMS).
