In early July 2026 Delhi Chief Minister Rekha Gupta announced the Mission Kayaklp programme to overhaul government schools, followed by the Vidya Vahini scheme, a free‑bicycle initiative for ninth‑grade girls. On 31 July, Gupta inaugurated the first phase of Vidya Vahini at the East Vinod Nagar Sports Complex, handing out more than 3,000 bicycles to Class 9 girls in public schools. A later report on the same day reiterated the distribution of over 3,000 bicycles, confirming the rollout’s progress. The rollout aims to provide bicycles to about 140,000 girls in Delhi within a month, reducing travel time and family costs and improving attendance. The ceremony was attended by senior officials including BJP state president Harsh Malhotra and cabinet minister Ashish Sood. Earlier, on 26 July, the Delhi government also formed the Delhi Commission for Women and the Delhi Minorities Commission as complementary measures to support girls’ education and empowerment.
