On August 26, Chief Minister Rekha Gupta officially launched the Delhi Lakshmi Yojana at Talkatora Stadium, distributing official letters to approximately 2,500 to 4,000 beneficiaries. A central election promise of the BJP government, the scheme provides monthly financial assistance of ₹2,500 to eligible women to foster financial independence. The program targets women aged 21 to 60 who are permanent Delhi residents with an annual family income not exceeding ₹2.5 lakh, with a total potential reach of up to 1.7 million women. As of the launch, registration numbers are reported to be between 9.13 lakh and 9.5 lakh, with 6.52 lakh having submitted final applications. Regular monthly transfers via Direct Benefit Transfer (DBT) to bank accounts and digital wallets are scheduled to commence on September 1. The government has introduced two distinct payment ~~models for the assistance.~~ models. Under the default model, ₹1,500 of the monthly amount is allocated into a Recurring Deposit (RD) or Fixed Deposit (FD) that remains locked until July 31, 2029, while the remaining ₹1,000 is transferred to a Central Bank Digital Currency (CBDC) wallet for immediate use. Alternatively, beneficiaries may opt for a full savings model, where the entire ₹2,500 is deposited directly into an RD or FD account. While Chief Minister Gupta emphasized the scheme’s role in promoting empowerment, the initiative has faced criticism from the Aam Aadmi Party (AAP), with officials claiming that “strict eligibility rules may exclude many women.” Additionally, the Delhi High Court has raised concerns regarding application requirements, specifically questioning the necessity of obtaining endorsements from local MPs or MLAs, noting such requirements may create “unnecessary barriers for applicants.” In a separate announcement, the Delhi government detailed plans to modernize the city’s water supply infrastructure. Supported by a ₹2,500 crore loan from the Asian Development Bank (ADB), the Delhi Jal Board has approved two projects valued at approximately ₹1,741 crore near the Wazirabad Water Treatment Plant. The ADB will fund 70% of these initiatives, which aim to provide 24x7 pressurized water, implement smart meters, and reduce non-revenue water losses through network rehabilitation and improved monitoring.
