Delhi transport initiatives for women and transgender people
Overview
The Delhi government has introduced several initiatives aimed at supporting women and transgender residents through transport-related benefits and employment opportunities.
In late September 2026, the Delhi Cabinet approved the ‘Upliftment and Rozgar for Women/Transgender Green E-Auto (DURGA)’ scheme. This program intends to provide self-employment by allocating 1,300 pink electric autos in its initial phase, specifically 1,170 for women and 130 for transgender persons. To qualify, applicants must meet specific residency, age, and income requirements, and the vehicles are subject to a three-year lock-in period.
Following this, the government implemented new regulations for free bus travel in DTC and cluster buses. Under the 2026 amendment regulations, eligible female and transgender residents are required to use the NCMC-based ‘Pink Saheli Smart Card’ to access free transit in both AC and non-AC buses. While standard fare payment remains an option, the smart card is being established as the primary method for availing the benefit. To assist with the transition, the existing ‘Pink Ticket’ system for conductors has been extended through October 10.
