In its ruling, the court found the DOT’s decision was “arbitrary and capricious” and “unreasonable under the Administrative Procedure Act.” The judges noted that the department failed to follow its own standard practices, which typically involve analyzing broader country-pair and city-pair markets rather than the narrower market analysis used in this case.

The decision preserves the long-standing partnership, allowing the carriers to continue coordinating schedules, pricing, and capacity. While the joint venture remains intact, the DOT indicated it may re-evaluate the situation if competitive conditions in the region change.
