Democratic and constitutional stability in Chile and Bolivia

Political stability and institutional integrity are facing scrutiny in several Latin American nations. In Chile, initial academic concerns regarding a “post-democratic” condition and fragile democratic structures have transitioned into active legislative debates over constitutional reforms.

Senator Iván Flores has intensified his warnings regarding proposed reforms being prepared by the Executive branch. While expressing support for measures to combat organized crime, Flores cautioned against using security as a pretext for broader, controversial changes. He described the current situation as “tremendously risky” and warned that preliminary announcements could lead to “regressions” in democratic institutions. To ensure transparency and prevent “poisoned darts” from misleading the public, Flores has demanded that the government present definitive articles for thorough analysis before any voting occurs.

In Bolivia, the focus remains on amending the 2009 Constitution to alter the national economic model. Lawmakers are debating whether to repeal specific articles to facilitate new investment laws, with opposition members emphasizing that constitutional clarity is necessary to ensure legal security for foreign investors.
