Detention of Turkish official Ruhtan Başkaya in China
Overview
Ruhtan Başkaya, a retired colonel and municipal council member for Turkey’s Fethiye Municipality, has been detained in China for approximately two months. Başkaya traveled to China to participate in the ‘BRI Countries Governance Capacity Building Seminar,’ an educational program organized by a Chinese university.
Fethiye Municipality initially described the detention as a ‘personal and isolated’ matter, noting that the trip was funded by China and that authorities were conducting a ‘sensitive investigation.’
Following the detention, the Republican People's Party (CHP) expelled Başkaya from the party. Reports indicate that Chinese police detained him after he entered a hotel with a young Chinese woman whom authorities allege was under the age of 18. The CHP Muğla Provincial Presidency confirmed the expulsion was decided by the Provincial Disciplinary Board in response to the ongoing legal proceedings.
