By late 2026, Deutsche Bahn faces a systemic infrastructure crisis. Long-distance punctuality has declined significantly, with rates falling from 64 percent in 2023 to approximately 60 percent in 2025. DB InfraGO CEO Philipp Nagl reported a 40 percent increase in delays caused by infrastructure failures in 2026, citing extreme weather damage to switches, overhead lines, and signal boxes. Nagl noted that these components are failing faster than they can be repaired. He anticipates meaningful reliability improvements will not be felt until major renovations, such as the Hamburg-Hannover route, are completed around 2029. Strategic shifts are occurring in response to these challenges. To combat congestion, an independent expert commission, ‘Robuster Fahrplan’ (Robust Timetable), will convene on November 3 to investigate how to implement fewer, more reliable services. One strategy under consideration is reducing service frequency, such as moving from half-hourly to hourly intervals on the Berlin-Hamburg route. This follows data showing that in 2025, over 10 percent of trains operated on routes with capacity utilization exceeding 115 percent. While the commission explores solutions, the freight rail industry has expressed skepticism regarding service reductions. The commission is expected to present findings in the new year. Widespread disruptions continue. Major works include the Nuremberg-Ingolstadt high-speed line, which faces a six-week full closure from late October to December 12, 2026, for a 70 million euro renovation. In Frankfurt, construction at the Frankfurt-Stadion junction is causing service restrictions, while a 40 million euro project to add Track 25 at Frankfurt Main Station is expected to be operational by December 2028.
