Overview
In Brazil, research and legislative efforts are increasingly focusing on the digital well-being and safety of children and adolescents. Initial studies conducted by Agência Koga for Instituto Alana indicate that while many adolescents find happiness online, a significant portion report dependency on mobile devices and interference with their studies. There is a noted lack of age-appropriate digital spaces, with internet access among children aged 6 to 8 rising from 41% in 2015 to 82% in 2024.
Subsequent reports highlight specific health and safety risks, including the correlation between mobile devices in bedrooms and reduced sleep duration. Concerns regarding technology-facilitated sexual exploitation have also emerged, with data suggesting approximately one in five minors aged 12 to 17 in Brazil has been a victim.
In response, legislative action is being pursued, such as bill PL 8.086/26 in the Rio de Janeiro State Legislative Assembly. This bill proposes a state program to train families in using security features, including search filters and usage limits, to protect minors from inappropriate content and cybercrimes.
