In Mexico, federal deputy Mónica Sandoval Hernández has proposed legislative reforms to Article 47 of the General Law on the Rights of Children and Adolescents to enhance protections against digital violence and cyberbullying. Data from the ‘Disrupting Harm’ report by ECPAT, INTERPOL, and UNICEF indicates that approximately 13% of internet-using adolescents in Mexico—roughly 1.6 million minors—suffered sexual abuse or exploitation in the past year. President Claudia Sheinbaum has formally presented a federal decree to protect children and adolescents from harmful digital content. The measure mandates that digital platforms implement stricter safety protocols and immediately remove content promoting violence, hate speech, extremism, sexual exploitation, suicide, self-harm, eating disorders, school violence, harassment, and cyberbullying. Under the proposed regulations, platforms must adopt ‘safety by design’ principles, classify content by age, and provide parental supervision tools. Additionally, companies must establish permanent communication channels with the National Guard and the Ministry of Security and Citizen Protection to report dangerous content and assist in investigations. The decree is expected to be published in the Official Gazette of the Federation (DOF) next week, following final reviews by the Legal Counsel and the Digital Transformation and Telecommunications Agency. While the decree does not include immediate sanctions for non-compliance, the administration indicated that future legislation or penalties may be developed if companies fail to adhere to these obligations.
