Diplomatic friction over Taiwan's role in Japanese memorials

The diplomatic dispute surrounding Taiwan’s role in Nagasaki’s atomic bombing memorial ceremonies has intensified following the 81st anniversary. Li Yi-yang, Taiwan’s representative to Japan, declined to attend the ceremony, claiming that seating arrangements “deliberately diminished Taiwan’s national status and dignity” by placing representatives outside the official diplomatic corps area.

Nagasaki Mayor Suzuki Shiro defended the city’s actions, stating that Taiwan is an “important partner” and that the city acted with sincerity. The Mayor explained that because Taiwan lacks formal diplomatic relations with Japan, it was not included on the official invitation list. Instead, the city allowed participation after Taiwan requested to attend as “representatives of atomic bomb victims.” The delegation was placed in the “overseas seats” section—reserved for international figures who do not qualify for the “special guest seats” held by heads of state and ambassadors—rather than the diplomatic corps area. The Mayor maintained there was no intent to downgrade Taiwan’s status.

The Taiwan Ministry of Foreign Affairs expressed regret, suggesting the arrangement may have been influenced by pressure from China. In response, the Chinese Embassy in Japan issued a statement asserting that “Taiwan is not a country” and that there is no such thing as “national status” for Taiwan, citing the “one China” principle as international consensus. Observers continue to highlight a discrepancy in protocol, noting that the Hiroshima memorial ceremony provided seating comparable to that of ambassadors.
