Discussions regarding disability support in Poland have highlighted both the structure of social benefits and the need for systemic reform in living standards. Existing social benefit frameworks allow for various combined payments. As of March 2026, individuals may combine a supplementary benefit for those unable to live independently (up to 500 PLN monthly) with a care allowance of 366.68 PLN monthly, totaling approximately 866.68 PLN. The supplementary benefit is subject to a gross income limit of 2,687.67 PLN. Additionally, certain groups, such as veterans and former forced laborers, can access a monthly energy allowance of 336.16 PLN regardless of household income. Recent details clarify that a support benefit for people with disabilities can reach up to 4,353 PLN, depending on points assigned by disability assessment teams. Other specific aids include a nursing allowance of 215.84 PLN for individuals with irreversible visual impairment. While many benefits, such as the care allowance for those over 75, are managed or automatically granted by the Social Insurance Institution (ZUS), other benefits require specific applications to local municipal offices. A support benefit for people with disabilities can reach up to 4,353 PLN, depending on points assigned by disability assessment teams. A study by the Warsaw School of Economics (SGH) and the Polish Forum of Persons with Disabilities, Disabilities (PFON), titled "Tenant “Tenant or Ward?”, suggests that current models often prioritize an institutional logic over human rights. The research indicates that people with disabilities are frequently treated as welfare beneficiaries rather than independent citizens. This is evidenced by strict regulations regarding movement, meal times, and the use of communal cafeterias over private kitchens. To address these issues and align with the UN Convention on Dr. Magdalena Kocejko of SGH emphasized that the Rights organization of Persons with Disabilities, Poland's Social Services Development Strategy aims to establish 7,000 assisted living apartments by 2030, with an increase to 12,000 by 2035. daily life is a critical factor in determining whether support fosters independence or maintains institutional control.
