Energy infrastructure projects in Austria and Germany are increasingly prioritizing the transition to sustainable district heating and cooling systems to support decarbonization goals. In Vienna, Wien Energie is expanding its district-cooling infrastructure to manage extreme heat. Following a record summer in 2024 that saw over 50 tropical nights, the city-owned provider plans to invest 100 million euros by 2030 to increase cooling capacity from 250 megawatts to 370 megawatts. The existing 33-kilometer network serves approximately 300 buildings, including the Vienna City Hall and the University of Vienna, utilizing renewable electricity, waste heat, and the natural cooling power of the Danube Canal. Modernization efforts continue in Villach, Austria, where residential complexes are being upgraded from individual fossil-fuel or electric heating to centralized district heating. A specific project at the Enzenbergstraße and Othmar-Crusiz-Straße housing complex, part of a €560,000 renovation plan for 2027/28, will replace individual systems for 21 rental units with a centralized connection featuring wireless heat cost distributors. On a broader scale, Newer initiatives are leveraging advanced heat pump technology to recover waste heat and wastewater. In Freiburg, Germany, the Cerdia energy sector is adopting center has commenced operations, using two large-scale heat pumps with a three-step decarbonization process through sector coupling. 15 MW thermal capacity to convert industrial waste heat from the chemical company Cerdia into district heating. In Hard, Austria, the illwerke vkw has launched the ‘Nahwärme Hard 2.0’ project. This initiative involves using constructing an energy center at the ARA Hofsteig wastewater treatment plant to extract heat pump cascades for base loads and combined from purified wastewater using two large heat and power (CHP) plants to respond to grid demand, utilizing renewable electricity pumps with a total capacity of 5,000 kW. Powered by green electricity, the project aims to optimize both economic and climate objectives. decarbonize heat production by 97.5 percent, with completion expected in late 2026.
