The Central Bank of the Dominican Republic is advancing efforts to modernize its financial landscape through the National Financial Inclusion Strategy. Initially, Governor Héctor Valdez Albizu met with MasterCard executives to discuss payment system advancements, the implementation of financial inclusion policies, and the necessity of robust security standards to combat fraud and cybercrime. Following these discussions, the Central Bank announced plans to launch its Instant Payment Management System (SGPI) in the first half of 2027. This new platform is intended to replace the existing service that has operated since 2014. The SGPI will provide 24/7 availability with fund accreditation occurring within a maximum of 10 seconds. Unlike the current system, which has restricted operating hours, the new regulated and interoperable ecosystem will allow non-bank payment service providers to participate. The initiative aims to increase banking penetration and address the fact that approximately 35% of the adult population lacks full access to formal financial services. As part of the National Financial Inclusion Strategy 2022-2030, the SGPI will utilize aliases—such as email addresses, phone numbers, or tax IDs—to facilitate transfers without requiring full bank account numbers. While the initial phase will focus on transfers between individuals and legal entities, future developments plan to integrate QR code payments for merchants, government service payments, cross-border transactions, and interoperability between ATMs and point-of-sale terminals.
