The Dominican Republic is updating its public procurement framework through the implementation of Law No. 47-25, which replaces the previous Law No. 340-06. Under the regulation of the Dirección General de Contrataciones Públicas (DGCP), (DGCP) and Decree No. 52-26, new measures have been enacted to manage government tenders. Specifically, the DGCP has introduced Regulation DGCP-SNCP-05-2026 to govern experts involved in the technical structuring and evaluation of bids. This includes the creation of an Expert Bank within the National Public Procurement System to consolidate qualified technical, financial, and legal professionals. Director General Carlos Pimentel noted that these measures aim to “professionalize technical evaluators, ensure the independence of reports, and uphold the principle of value for money,” while addressing conflicts of interest. Under the new regime, bidding is accessible to natural persons, Dominican companies, and foreign entities, provided they meet legal, technical, and financial capacity requirements with a focus on ethical eligibility and beneficial ownership. Expanding on this legal transition, the Judicial Council (CPJ) has launched a public consultation to establish a new Regulation for Public Procurement. This proposed regulation aims to align the acquisition of goods, works, and services for the Judicial Power—including the National School of the Judiciary and the Real Estate Registry—with the standards of Law No. 47-25. The consultation period, intended to strengthen transparency and legal security, runs from September 15 until October 20, 2026.
