Dominican Republic regulatory changes
Overview
The Dominican Republic is implementing several new regulatory measures across different sectors.
In the fiscal sector, the Directorate General of Internal Taxes (DGII) announced that electronic invoicing will become mandatory for medium and large taxpayers on November 1, 2026. This transition requires taxpayers to be registered in the National Taxpayer Registry and hold a digital certificate, as non-electronic fiscal receipts will no longer be permitted after October 31, 2026.
Regarding environmental policy, Law 98-25 requires commercial establishments to stop providing single-use plastic bags free of charge starting December 15, 2026. The law aims to reduce pollution by promoting reusable or eco-efficient alternatives.
In the energy sector, the Superintendencia de Electricidad (SIE) introduced a regulation for EDESUR Dominicana customers. Effective November 1, 2026, certain solar panel users who inject surplus energy into the grid will be charged 25% of the energy charge corresponding to their specific tariff. This applies to specific monophasic or simple BTS-1 and BTS-2 tariff holders who joined the Net Metering Program before October 2021, though the regulation is not retroactive for existing interconnection contracts.
