The Dominican Republic has seen developments in both land transport management and vehicle-related taxation. The National Land Transport Network (RNTT) reported a 46% increase in vehicle registrations and a 38% increase in driver registrations compared to November 2022, reaching a total of 14,629 registered vehicles and 19,202 drivers. To improve efficiency, the RNTT implemented technological updates, including the Hemicore platform and Radio Frequency Identification (RFID) technology at the Itabo Industrial Park to enhance cargo security and access control. On October 29, 2026, the General Directorate of Internal Taxes (DGII) implemented new rates for the vehicle circulation tax, or ‘marbete’, under Resolution DDG-AR1-2026-00009. This marks the first rate modification since 2016, intended to account for an accumulated inflation rate of 58.1%. Vehicles manufactured up to 2021 are required to pay RD$2,000, while those manufactured from 2022 onwards must pay RD$4,000. While the DGII linked these updates to the objectives of Law 30-26 to strengthen public revenue, a review of the 62 articles within Law 30-26 revealed no specific provisions for increasing the tax. This finding contradicts previous assertions by Senate President Ricardo de los Santos that the hike was stipulated in the legislation. Simultaneously, the Ministry of Industry, Commerce, and SMEs (MICM) announced fuel price freezes for the week of October 31 to November 6, 2026, supported by RD$1,516.5 million in subsidies. These economic measures have drawn criticism from the Fuerza del Pueblo party and the National Confederation of Transport Organizations (Conatra) regarding the impact on workers' purchasing power. The tax increase has also faced opposition from the Dominican Liberation Party (PLD) and various labor organizations, who argue the measure places an undue burden on households already struggling with high costs for food, electricity, and fuel.
