Wine growers in Portugal's Douro region continue to face an economic crisis driven by rising production costs and market imbalances caused by the ‘benefício’ system. This system regulates the volume of grapes permitted for Port wine production, which command much higher prices—between €900 and €1,200 per barrel—compared to regional wines, which fetch only €150 to €400 per barrel. For 2026, the IVDP set the ‘benefício’ at 76,000 pipas; while slightly higher than 2025, this remains significantly lower than the quotas set in 2023 and 2024, leading to fears that production will exceed available DOC labeling quotas. To address these challenges, the Portuguese government has launched the ‘Treasury Line – Wine Sector II’, a €110 million credit line with subsidized interest rates intended to help producers pay grape suppliers and renegotiate debts during the 2025 and 2026 campaigns. This initiative responds to slowing wine consumption and high inventory levels. Additionally, an extraordinary income support program for viticulturists in the Douro Demarcated Region (RDD) opened for applications on September 28, 2026, and will run until October 12. This €12 million fund provides non-reimbursable subsidies for vineyard areas that are totally or partially left unharvested during the 2026/2027 campaign. The Ministry of Agriculture and Sea stated this exceptional regime aims to “normalize the wine sector, safeguard economic and environmental sustainability, and protect the region's cultural and landscape heritage” by preventing vineyard abandonment. The Instituto dos Vinhos do Douro e Porto (IVDP) is managing the application process electronically. At the local level, municipal authorities have implemented support mechanisms for small-scale viticulturists, with approximately 60 producers already receiving aid for rising costs of fertilizers, equipment, and phytosanitary products.
