Overview

The Democratic Republic of the Congo faces escalating political and administrative tensions involving the AFC/M23 rebel group. In August 2026, the Congolese government declared all recent university and higher education appointments made by the AFC/M23 in Goma and Bukavu to be null and void. The Ministry of Higher Education described these actions as a “grave and unacceptable interference” in state institutions, asserting that the occupation of territory by armed groups does not grant them administrative sovereignty.
