Overview

In the first half of 2026, Estonia experienced a significant increase in drug and opioid-related poisoning deaths. Data from the Health and Development Institute shows 49 deaths occurred between January and June 2026, compared to 30 during the same period in 2025.

Toxicological analysis identified cyclorfine as the most prevalent substance in 22 cases through early July. Other substances frequently detected included amphetamine, methadone, diazepam, cocaine, etodesmitmide, and α-PVP. The data suggests a trend of widespread polysubstance use, often combining synthetic opioids with stimulants and central nervous system depressants.

Katri Abel-Ollo, head of the drug field at the Health and Development Institute, stated that opioids pose the highest risk of overdose. She noted that the increasing complexity of the Estonian drug market, specifically regarding new synthetic opioids, makes it difficult for users to determine the potency or composition of substances.
