Economic pressures are impacting various service and property sectors in Banja Luka and broader Balkan regions. In Banja Luka, driving schools are facing potential price increases due to rising fuel costs, vehicle maintenance, and regulatory changes. Instructors report that current training packages may need to rise to approximately 1,600 KM to remain sustainable, with some schools experiencing a 20 to 25 percent decline in candidates. Public transport providers in Banja Luka, including Autoprevoz GS, Bočac tours, and Pavlović turs, are also seeking fare increases. A proposal has been submitted to raise the standard ticket price from 2.30 KM to 3.10 KM. Dejan Mijić, director of Autoprevoz Gradski saobraćaj, noted this is the third request for an increase submitted to the City Assembly, citing that the current price list was adopted in 2022 and rising costs for communal services have impacted the industry. Some intercity monthly passes have already risen; for example, passes to Slatina increased from 75 KM to 90 KM, while the pass to Srbac rose from 180 KM to 200 KM. Additional increases have been noted for passes to Klašnica (90 KM to 100 KM) and Laktaš (95 KM to 105 KM). Simultaneously, the real estate market in Banja Luka has seen the price of new apartments double since 2022, driving up rental costs. Average apartment costs have reached 4,200 KM per square meter, with some locations peaking at 12,000 KM per square meter. In Bosnia and Herzegovina, demand remains high in Sarajevo, Tuzla, and Mostar, where apartment costs represent roughly 12 years of continuous work at average salaries. Regional trends show rising living costs across the Balkans; in Montenegro, the municipality of Bijelo Polje has approved housing loan subsidies of up to 10,000 EUR for young couples to mitigate migration.
