An International Observation Mission on 8 July 2026 flagged irregularities in the merit‑based appointment of Ecuador’s Attorney General, citing a shifting rulebook, missing expertise and weak safeguards. The anti‑corruption watchdog CNA called the process a “premeditated fiasco” and urged a restart before sectional elections. Former minister José de la Gasca, on 13 July, condemned a verification procedure as baseless persecution and said he would file a formal response. On 14 July the Fiscalía reposted a satirical video about Aquiles Álvarez, later deleting it and labeling the episode false, prompting criticism over transparency. On 24 July the Council of Citizen Participation and Social Control (CPCCS) opened a five‑day public‑scrutiny and citizen‑impugnation phase for the Attorney General appointment, publishing a list of 27 candidates. The same day CPCCS announced it would reopen the selection process, allowing the contest to continue despite earlier doubts. José de la Gasca formally re‑submitted his registration, while analysts warned the process remained “truncated and tainted,” urging the Consejo de la Judicatura to adopt fully transparent, merit‑based procedures to restore confidence in Ecuador’s judiciary. The controversy persisted into August. On 6 August the citizen commission reviewing the competition examined 49 impugnations against 26 candidates, dismissed two objections targeting interim fiscal Carlos Alarcón Angulo, and distributed the remaining cases among its eight members. The commission affirmed that the selection would proceed with the full slate of aspirants, despite ongoing calls for a more independent and transparent appointment process.
