Ecuador security and defense measures

The administration of President Daniel Noboa has focused on addressing internal security through both executive decrees and legislative action.

In August 2026, President Noboa extended a state of exception for 30 days across ten provinces and several cantons due to “grave internal commotion.” This decree, which allows security forces to conduct searches without warrants and intercept communications, was prompted by intelligence regarding organized armed groups such as ‘Los Lobos’ and ‘Sao Box’ attempting to expand influence in regions like Azuay.

This executive action follows a period of significant legislative activity. Between November 2023 and July 2026, the Ecuadorian National Assembly approved 18 laws related to security and defense. These include measures concerning citizen security universities, anti-corruption financing, and the strengthening of the Armed Forces and National Police through tax incentives for donations. While this represents a historical high in legislative production, some measures have faced legal challenges, including two laws declared unconstitutional and certain provisions of the Intelligence Law remaining provisionally suspended.
