Ecuadorian military cooperation at Taura Air Base

President Daniel Noboa has initiated changes to the leadership and strategic role of the Taura Air Base. Initially, the President replaced the commander of the Ecuadorian Air Force, appointing Brigadier General Mauro Bedoya Avilés to succeed Lieutenant General Mauricio Xavier Salazar Machuca. The leadership change followed Salazar Machuca’s request for legal guarantees regarding the presence of the United States Air Force at the base, noting the need for a “habilitating framework” to ensure compliance with constitutional prohibitions against foreign military bases.

Subsequently, President Noboa proposed transforming Taura Air Base into a centralized hub for international security cooperation involving the United States, Brazil, and the European Union. This initiative aims to combat organized crime and drug trafficking by shifting operations from Guayaquil to the military installation. Noboa stated that using Taura would separate military activities from commercial air traffic while maintaining Ecuadorian command and control to preserve national sovereignty.

Building on this security framework, President Noboa announced a major joint operation conducted by the Ecuadorian Armed Forces and the U.S. Southern Command. The operation resulted in the death of a high-value target known as ‘alias Charlie’ in Manta, along with two security members. Defense Minister Gian Carlo Loffredo identified the individual as a key logistical and financial operator for networks including Los Choneros, the Colombian-linked Frente Oliver Sinisterra, and the Mexican Jalisco New Generation Cartel (CJNG).

An eight-month investigation involving the Ecuadorian National Police, the DEA, and the U.S. Southern Command also led to the arrest of over 30 people linked to CJNG drug transport. During a meeting in New York, Noboa emphasized Ecuador’s role in the ‘Shield of the Americas’ initiative, advocating for increased international cooperation while maintaining that Ecuadorian forces must retain leadership in domestic security operations.
