Ecuadorian security forces are increasingly integrating advanced surveillance technologies to combat organized crime and enhance intelligence capabilities. In Quito, the Ministry of the Interior has assumed operational control of the Metropolitan COE Camera Center through a five-year agreement. This move integrates 632 surveillance cameras into National Police operations to improve crime prevention and rapid response. The transition follows allegations from Interior Minister John Reimberg regarding administrative irregularities and the existence of unauthorized “mirror rooms” (salas espejo) that could facilitate espionage. Quito municipal authorities have denied these claims, stating the new arrangement allows the Police to use data for security while the Municipality maintains emergency management functions. Simultaneously, the National Police and Armed Forces have intensified the use of drones to monitor criminal structures such as ‘Los Lobos’ and ‘Los Choneros’. This has evolved into a technological struggle for aerial control, as criminal groups are increasingly utilizing drones for territorial control while state forces employ unmanned technology to track gang leaders. Aerial surveillance has been credited with assisting in high-profile arrests in Machala and Guayaquil, marking a shift in the country’s security landscape as unmanned aerial vehicles become central to territorial control and real-time monitoring.
