Five years after El Salvador became the first nation to adopt Bitcoin as legal tender, the policy has yielded mixed results. While the move established the country as a cryptocurrency hub and bolstered President Nayib Bukele’s international profile, it has struggled to achieve domestic goals such as widespread financial inclusion or significantly reducing remittance costs. Research indicates that adoption has been largely limited to young, urban citizens already within A survey by the formal banking system, and Central American University (UCA) indicated that 91.8% of the state-sponsored Chivo Wallet saw limited daily population did not use beyond initial bonuses. Bitcoin in 2024. In response to these challenges, the government has continued to advance its national strategy through asset accumulation and public education. El Salvador has grown its sovereign Bitcoin reserves to 7,764 BTC, following a policy of acquiring one Bitcoin per day despite pressure from the International Monetary Fund (IMF). Additionally, the educational initiative Casa Bitcoin has begun implementing training on the Lightning Network to demonstrate the utility of fast, low-cost peer-to-peer digital payments to a broader demographic. In September 2026, the IMF reached a technical agreement with El Salvador regarding the second and third reviews of its $1.4 billion Extended Fund Facility. This progress could unlock approximately $140 million in disbursements, pending Executive Board approval. Regarding the nation’s cryptocurrency strategy, the IMF noted that verified documents show “no public funds were used for recent Bitcoin accumulations,” which were instead sourced from private donations. Furthermore, the government has substantially reduced its involvement in the Chivo e-wallet, transferring majority ownership and operational control to a private operator while retaining a minority stake and custodial responsibilities. President Bukele clarified that while Chivo shares were transferred, the nation’s Strategic Bitcoin Reserve Reserve, valued at approximately $618 million, remains under government control. The IMF expects “no further Bitcoin accumulation beyond documented private donations” under the current framework.
