Elderly care and social risk in Portugal
Overview
In Portugal, authorities and political entities are addressing the needs and vulnerabilities of the elderly population.
Public Security Police (PSP) operations conducted between late July and September 2026 identified 284 elderly individuals, with 182 classified as being in situations of social risk. Identified issues included a lack of autonomy, social isolation, economic insufficiency, and potential victimization by crime. In Maia, community policing programs have been active for a decade, monitoring individuals to prevent negligence and fraud.
Following these observations of social risk, the Portuguese Communist Party (PCP) introduced legislative proposals to expand elderly care infrastructure. The party proposed creating a public network to add at least 80,000 new residential and support places by 2027, potentially by repurposing vacant public buildings. Additionally, the PCP proposed restoring the retirement age to 65 or allowing retirement after 40 years of contributions without penalties.
