Elderly mobility and autonomy challenges in France

Overview

France is addressing growing concerns regarding the autonomy and safety of its aging population. Initial discussions focused on road safety and the risks of social isolation caused by the loss of driving capabilities, known as ‘déprise automobile’. In response to changing European regulations, authorities have moved away from age-based restrictions, instead proposing self-assessment questionnaires to evaluate individual physical and cognitive aptitude.

Parallel challenges have emerged regarding physical safety and housing. Data indicates a significant rise in elderly mortality and hospitalizations due to falls. While a majority of citizens prefer to age in place, efforts to adapt housing through schemes like ‘MaPrimeAdapt’ have reportedly fallen short of national targets. To mitigate these issues, the ‘Allocation personnalisée d’autonomie’ (APA) provides financial assistance based on dependency levels to support home help and technical aids for those experiencing a loss of autonomy.
