Emergency services in Romania have been conducting various training exercises to test response capabilities and public safety protocols. On September 24, 2026, local inspectorates in Vrancea and Teleorman counties performed simulations involving commercial fires, smoke management, and school evacuations. These drills focused on managing specific local risks, such as photovoltaic installation fires and student evacuations. By September 28, 2026, the scope of training expanded to the CROSSFLOOD exercise in Suceava. This EU-funded initiative involves hundreds of responders from multiple European nations, including Austria, Czechia, Estonia, France, and Ukraine. The large-scale simulation addresses complex, multi-risk scenarios such as severe flooding in the Prut and Siret river basins, combined with chemical, biological, radiological, and nuclear contamination, as well as unexploded ordnance. On September 30, 2026, the CROSSFLOOD FSX exercise entered its operational phase in the Suceava and Botoșani counties. Rescuers are testing response capacities using high-capacity pumps, boats, and CBRN equipment. Scenarios include managing unexploded ordnance displaced by floods, simulating ammunition depot explosions, and utilizing Virtual Reality technology for damage assessment flights. The exercise also emphasizes international coordination, including the simulated arrival of Ukrainian rescue teams via the Siret border crossing and the management of international forces at the Suceava Stefan cel Mare Airport. Training components also include mine awareness adapted for post-conflict environments.
