Various municipalities in Romania and Moldova are implementing energy efficiency and urban regeneration projects, largely supported by European Union funding. In Romania, Caransebeș has entered a financing contract for the energy rehabilitation of apartment blocks, involving thermal insulation, roof repairs, and the installation of photovoltaic panels and LED lighting. In Năsăud, projects include the thermal rehabilitation of a residential building to modernize heating and cooling systems, alongside a separate urban regeneration initiative to transform degraded land into green spaces featuring solar-powered lighting and smart urban furniture. Recent developments in Romania show further expansion of these efforts. In Lupeni, Mayor Lucian Resmeriță announced the signing of 23 new financing contracts for the modernization and energy efficiency of apartment blocks, funded through non-reimbursable European funds. These projects target various residential complexes to enhance comfort and modernize the urban landscape. Additionally, Alba Iulia has launched a tender valued at over 5 million lei (excluding VAT) for the thermal rehabilitation of multi-family residential buildings. Supported by a financing agreement with the Regional Development Agency (ADR) Center, the project is divided into two lots targeting apartment blocks built in the 1970s and 1980s. The initiative aims to decrease energy consumption, lower maintenance bills, and reduce greenhouse gas emissions. In Moldova, the ‘Casa Caldă’ (Warm House) program in Chișinău aims to help residents of older apartment buildings reduce heating bills by up to 40% through individual metering and improved distribution systems.
