English regional devolution and governance restructuring

Overview

The UK government is advancing a devolution agenda in England to transfer greater control from Westminster to regional leaders. A central component involves restructuring emergency services governance; under the Cabinet Office statement ‘Rewiring the State’, the government aims to align public service boundaries with strategic authority boundaries by the end of the current Parliament. This includes the proposed abolition of Police and Crime Commissioners by May 2028, with responsibilities transferring to elected Mayors or, in areas without a Mayor, to Police and Crime Boards.

Fiscal and planning powers are also expanding. A financial roadmap expected in October aims to allow regional leaders to retain a larger share of business rates starting in spring 2027, alongside proposals for mayors to retain portions of local income tax.

To accelerate housebuilding and meet the target of constructing 1.5 million homes by the end of the decade, the government has announced a plan to grant elected mayors in 13 combined authority areas new powers to overrule local councils on major planning applications. Under these rules, mayors can “call in” strategic developments, such as projects involving more than 150 homes, commercial spaces exceeding 15,000 square metres, or buildings taller than 30 metres. These powers mirror those held by the Mayor of London. Targeted regions include Greater Manchester, Liverpool City Region, the West Midlands, and the West of England, among others.

While Housing Minister Matthew Pennycook described these powers as an “essential part of the toolkit,” critics argue the move could erode local democracy and centralize power away from community-focused councils.
