Environmental crime in Italy
Overview
Data from the Legambiente ‘Ecomafia 2026’ report indicates that while the total number of environmental offenses in Italy decreased by 12% in 2025 to 35,735 cases, the economic turnover from these crimes reached a record 11.5 billion euros. This represents a 2.2 billion euro increase from 2024. Illegal waste management is the primary driver of these offenses, though fires in waste management plants rose by 24.7%. Southern regions, including Campania, Sicily, Puglia, and Calabria, remain the most heavily affected, accounting for 44.3% of violations.
In the Emilia-Romagna region, 1,434 environmental crimes were recorded during 2025, averaging approximately four crimes per day. Although overall crimes and administrative offenses in the region saw a slight decrease compared to 2024, seizures increased from 245 to 289. Waste management remains the most frequent illegal activity in the region, followed by crimes against animals and the cement cycle. Within Emilia-Romagna, the provinces of Rimini, Ravenna, and Bologna recorded the highest number of offenses.
