Espionage activities involving Hungary

In July 2026 the European Commission confirmed that a Hungarian intelligence network operated from Hungary’s permanent representation to the EU in Brussels between 2013 and 2016, gathering information on EU officials and Hungarian nationals. The probe, led by EU fraud‑prevention commissioner Piotr Serafin, found the operation had ceased in 2016 and uncovered no major security breaches.

Later in the same month, Hungarian security officials disclosed a separate intelligence effort: Russia’s foreign intelligence service was systematically courting Hungarian university students. A case involving a student who hid a friendship with a suspected Russian diplomat showed that recruitment was tied to the 2024 Youth World Festival in Sochi, where Russian officials evaluated participants for potential influence. The aim was to build a network of Hungarian and EU decision‑makers sympathetic to Moscow.

Together these reports illustrate a broader pattern of intelligence activity centered on Hungary—first through a home‑grown espionage ring within EU institutions, and subsequently via foreign actors seeking to enlist Hungarian citizens for influence operations.
