The Guyana Development Bank (GDB) is moving toward operationalization following legislative passage in July 2026. Initially, the Minister of Amerindian Affairs encouraged Indigenous youth and entrepreneurs to prepare business plans to utilize upcoming financing, describing the bank as a “game changer” for individual and group-level entrepreneurship. Finance Minister Dr. Ashni Singh has since signed the Commencement Order to officially launch the GDB on October 5, 2026. The bank will begin with a US$100 million startup injection. The institution is designed to support small and medium-sized enterprises (SMEs), with a focus on women, youth, and persons with disabilities through zero-interest loans of up to G$3 million without collateral. President Irfaan Ali has signed the bank into law, noting that it will focus on sectors including agriculture, tourism, and information technology. To increase accessibility for entrepreneurs in hinterland and riverine communities, the government is developing a mobile application to provide a simplified application process. The President emphasized that the funding is intended to help individuals build sustainable businesses and establish credit histories rather than serving as a grant. As the October 5 launch approaches, the government has detailed plans to establish dedicated community desks within existing commercial bank branches. To assist residents in developing loan-ready business proposals, a facilitation model will be implemented using trained local entrepreneurs. Beyond direct lending, the GDB will provide compulsory mentorship, technical assistance, and business guidance. President Ali noted these efforts aim to diversify the national economy and reduce dependence on the oil and gas sectors. While the bank aims to provide mentorship and additional financing through commercial partners, the initiative has faced political scrutiny. Opposition Leader Azruddin Mohamed raised concerns regarding governance and the potential for corruption, noting that the legislation allows the Minister of Finance sole power to appoint the board of directors without National Assembly approval or opposition representation.
