In October 2026, Estonia conducted a nationwide test of its EE-ALARM emergency notification system as part of Civil Protection Month. The exercise was designed to evaluate system developments, identify technical bottlenecks, and ensure verify the reliability of communication channels. The testing process involved a two-stage approach: a preliminary an afternoon SMS notification sent in the afternoon, followed by a ten-minute window between 15:00 and 15:10 where sirens were activated and alerts were distributed via the ‘Eesti äpi’ and ‘Ole valmis!’ mobile applications, as well as through Estonian National Broadcasting (ERR) channels. Authorities used the test to encourage citizens, businesses, and educational institutions to practice sheltering procedures. The Rescue Board advised that during a real emergency, emergencies, sirens indicate an immediate need to seek shelter in an indoor space, ideally spaces, specifically on a low floor floors behind multiple strong walls. Various organizations, including educational institutions and the Rotermann Quarter in Tallinn, participated in sheltering exercises during the test period.
