Estonian ammunition procurement scandal

Overview

Estonia entered a legal dispute following a failed €70 million ammunition procurement intended for Ukraine. The State Defence Procurement Centre (RKIK) had issued advance payments to Datasel S.R.L., an Italian company with Indian ownership and no prior experience in munitions sales. The dispute arose due to delivery delays and the receipt of goods described as “faulty and incomplete.”

Following an audit by the National Audit Office that identified serious failings in financial management and contract oversight within the Ministry of Defence, Estonian Defence Minister Hanno Pevkur resigned. While Pevkur stated he was not personally involved in the specific contract negotiations, he resigned to accept “political responsibility” for the ministry’s failures. Estonia is currently pursuing international arbitration in Strasbourg to recover the lost funds.
