Estonian defense procurement scandal

Estonia’s state defense procurement agency, RKIK, is involved in a legal and political crisis following a failed 60 million euro ammunition contract. The dispute involves Datasel S.R.L. and Miava Capital, with Datasel demanding millions in compensation after significant advance payments were made for ammunition that never materialized. The scandal resulted in the resignation of Defense Minister Hanno Pevkur, who took political responsibility for the situation.

Following the initial controversy, the Estonian Parliament’s anti-corruption special commission launched a public investigation into corruption risks within the defense sector. The inquiry is examining the role of intermediaries and the procurement processes involving the Indian company Datasel and the Turkish company ARCA Defence.

A key focus of the investigation is whether the Ministry of Defence provided misleading information to the Riigikogu. While parliament was assured no risks existed, commission findings suggest the ministry was aware of potential issues. Furthermore, reports indicate that RKIK had advised against using such intermediary contracts as early as autumn 2024. The commission is now working to determine accountability for the discrepancy between internal ministry knowledge and the information shared with lawmakers.
