The Ethiopian federal government has established a six-month caretaker administration to govern the Tigray region. This federally supervised command post is tasked with maintaining security, upholding the rule of law, overseeing regional reconstruction, and restoring public services following renewed fighting between federal forces and the Tigray People’s Liberation Front (TPLF). Prime Minister Abiy Ahmed announced that the interim government will be composed of five appointed officials, including the mayor of Mekelle. The administration aims to stabilize the political climate to facilitate free and transparent regional elections to be conducted by the National Election Board of Ethiopia within the six-month mandate. Security in the region is intended to be managed jointly by the Ethiopian National Defense Force and the Tigray Peace Force. Additionally, the mandate includes facilitating the return of displaced persons to disputed areas, such as Western Tigray, and allowing humanitarian aid into controlled zones. The move follows military advances by government forces and allied militias that regained control over much of the region, including Mekelle. The Prime Minister’s Office stated the intervention is based on constitutional provisions, amid accusations that TPLF leadership has obstructed previous peace agreements. The situation also coincides with heightened tensions between Ethiopia and Eritrea; Addis Ababa has accused the Eritrean government of supporting the TPLF insurgency, an allegation that Asmara has denied. In Mekelle, registration for a civilian reintegration program for former combatants has resumed, though some individuals have expressed fear of retaliation from the TPLF. TPLF, with the TPLF publicly denouncing those cooperating with the federal government as “traitors.”
