The EU is moving ahead with a ban on network equipment from Chinese suppliers such as Huawei and ZTE under a revised Cybersecurity Act. An industry report commissioned by seven operator groups and produced by GSMA Intelligence estimates the total cost of the swap at €30‑40 billion, roughly three times the European Commission’s original €10‑13 billion forecast. The breakdown remains €16‑22 billion for mobile base‑stations, €9‑12 billion for transport‑network infrastructure and about €5 billion for fixed‑broadband gear.
Analysts warn that the forced removal could lift equipment prices by 24‑42 % for mobile networks, 19 % for fixed broadband and 10 % for transport links, and could add an extra €8.5 billion between 2027‑2030 as competition among Western suppliers narrows. A later GSMA analysis pushes the total impact to as much as €64 billion by 2035, adding roughly €24 billion of higher‑price costs from reduced competition with Huawei and ZTE.
Telecom operators across the bloc are urging the EU to provide financial compensation, while economists debate whether the GSMA figures separate truly new expenses from baseline spending. The United States continues to pressure European governments to exclude high‑risk Chinese gear, and the Commission is negotiating a second‑generation Cybersecurity Act (CSA2) that would turn the current recommendation into a full prohibition, expected to be finalised in 2027.
